1. What is CFSS and how is it different from PCA?

Community First Services and Supports (CFSS) is a flexible, participant-controlled program that replaced the Personal Care Assistance (PCA) and Consumer Support Grant (CSG) programs on October 1, 2024. While it still helps with daily tasks like bathing and dressing, it offers more flexibility. Unlike PCA, CFSS allows you to hire family members—including your spouse or the parents of minor children—as your paid workers. It also allows you to use your budget to buy goods and technology that help you live more independently.

2. Do I have to use a Consultation Services provider?

Yes. Every person who uses the CFSS program is required by the State of Minnesota to select a consultation services provider. Our role is to act as your unbiased educator and advocate to ensure you understand all your options before you sign your service plan.

3. How much do consultation services cost?

There is no cost to you. Consultation services are a covered benefit of Medical Assistance (MA) and the Alternative Care (AC) program. Safe Bridge LLC is paid directly by the state for the sessions we provide to you.

4. How many times can I meet with my consultant?

The state authorizes each participant for six (6) consultation sessions per year. This equates to an annual value of approximately $600 for your planning and support needs.

5. What is the difference between the Agency Model and the Budget Model?

  • Agency Provider Model: You choose an agency to be the employer for your workers. They handle the hiring, training, and payroll for you.

  • Budget Model: You act as the employer. You have the most control over hiring and setting wages. You will work with a Financial Management Services (FMS) provider to handle the "business side" of things, like taxes and payroll. Your consultant will help you compare these models so you can decide which one fits your life.

6. Can Safe Bridge LLC help me write my care plan?

Absolutely. One of our primary tasks is to assist you in writing your Service Delivery Plan (SDP). We ensure that the plan reflects your goals and includes everything you need, such as worker training and emergency backup plans. Once the plan is ready, we review it for compliance and submit it to your lead agency (county, tribe, or health plan) for final approval.

7. Can I buy equipment or technology with my CFSS budget?

Yes, if it helps you be more independent or reduces your need for a human worker. Examples of "goods" include grab bars, wheelchair ramps, or communication devices not covered by other insurance. Your consultant will help you determine if a specific item is a "coverable good" under state law.

8. I am currently using PCA services. When do I switch to CFSS?

You will transition to CFSS at the time of your next annual reassessment with your county or health plan. Your assessor will give you a list of consultation providers, and you can choose Safe Bridge LLC at that time to help you through the transition.

9. What makes Safe Bridge LLC unique?

10. How do I get started with Safe Bridge LLC?

Once your lead agency determines you are eligible for CFSS, tell your assessor or case manager that you have selected Safe Bridge LLC as your Consultation Services provider. They will then send us an authorization, and we will contact you within one business day to schedule your first session.
